In 1891, Superintendent of the RW&O Division of NYC&HR, E.G.Russell, brought the Observation Locomotive "Ontario" to carry officials of the NYC&HR on their inspection trips of the RW&O Division (Later the St. Lawrence and Ontario Divisions). 
The Locomotive featured an observation room ahead of the cab and over the boiler. The "Ontario" was scrapped Summer, 1919, replaced by the "Mohawk" from the Mohawk Division of NYC.
